Bean, Hern Introduce “Apples to Apples” Act to Bring Medicare Transparency for Seniors

July 14, 2025

WASHINGTON—U.S. Congressman Aaron Bean (FL-04) and U.S. Congressman Kevin Hern (OK-01) recently introduced H.R. 4093, the Apples to Apples Comparison Act, so that consumers have accurate data when deciding between Medicare Advantage (MA) and Fee-for-Service (FFS) for their healthcare coverage.

With Medicare spending projected to reach a staggering $1.3 trillion this year and a majority of Medicare beneficiaries now enrolled in Medicare Advantage, the stakes have never been higher. Flawed data leads to flawed decisions—and getting it wrong could jeopardize access, benefits, and the quality of care for millions of seniors. The Apples to Apples Act will require the Centers for Medicare and Medicaid (CMS) to more accurately compare costs and health outcomes to ensure that seniors are able to select healthcare policies that best reflect their needs.

Upon introduction, Congressman Bean said: “Healthcare decisions are complicated enough, and seniors shouldn’t have to compare apples to oranges in order to make good choices. The Apples to Apples Act ensures that seniors have accurate and comparable information when choosing which Medicare program works best for their lifestyle and budget.”

“Greater transparency is needed in all aspects of the healthcare market, because transparency helps patients. The Medicare market has long needed new transparency measures. This bill will do the job. It’s important for us to understand how the Centers for Medicare and Medicaid (CMS) uses their cost data, and ensure they are bringing fair market prices to seniors across this country. Our seniors deserve the best care at the lowest price, and I’m proud to cosponsor this bill to help us get there,” said Congressman Hern.
