Bean Puts Patients First with HSA’s For All Act

February 27, 2026
WASHINGTON—During the State of the Union, President Trump addressed the rising cost of healthcare and the need to empower individuals to make their own healthcare decisions. U.S. Congressman Aaron Bean (FL-04) is answering that call by introducing the HSA’s For All Act, legislation to expand access to Health Savings Accounts (HSAs) and give hardworking Americans more control over their healthcare dollars.

Upon introduction, Congressman Bean said, “During the State of the Union, we heard a clear call to put patients first and make healthcare more affordable. The HSA’s For All Act turns that vision into action. Americans deserve more freedom and flexibility when it comes to their healthcare. By expanding access to Health Savings Accounts, we’re giving families the tools to plan ahead, save smarter, and take control of their healthcare future.”

H.R.  7681 is already building momentum from outside organizations and industry stakeholders.

“Congressman Aaron Bean’s (R-FL) ‘HSAs for All Act’ will make HSAs available for as many as 100 million Americans, giving them more direct control over their healthcare spending and empowering them to better prepare for both their health and financial needs. When consumers are empowered, they actively engage in their healthcare decisions, save for future expenses, and seek the best value in health care. As one of the country’s leading HSA custodians, we've seen how important HSAs are for health care consumers. HealthEquity strongly supports this consumer-first approach that puts the American healthcare consumer at the center of healthcare,” said John Desser, VP HealthEquity.

"Our health care system is seriously off track, and the number one problem is affordability. Health costs are rising three times faster than wages. Because health costs are rising faster than income, affordability is getting worse. Congressman Bean’s bill will help reverse these trends, providing relief to an additional 150 million Americans who would gain access to more affordable coverage and lower health costs,” said Joel White, President, Council for Affordable Health Coverage.

“President Trump called on Congress to act and put patients back in control of their health by moving federal health dollars out of bureaucracy and into the hands of the people. Congressman Aaron Bean’s bill to expand HSA access for every American will empower consumers and we are proud to support it. In addition to being aligned with the President’s agenda, this is politically popular, with 73% of voters wanting their money to be put into ‘Healthier Spending Accounts,’” said Keith Nahigian, President of the Great American Health Alliance.

“Small business owners want more affordable and flexible health care options for their employees. Health Savings Accounts (HSAs) are an important option that allows small businesses and their employees to save hard earned money for medical expenses. Unfortunately, HSAs are limited to people enrolled in high-deductible health plans, limiting their potential to reduce health costs. Small businesses thank Congressman Bean for introducing legislation that expands HSA eligibility. This gives small business owners and their employees another proven tool to lower costs and put the consumer back in charge of their health care needs,” said Tyler Dever, Principal, Federal Government Relations, NFIB.

"ERIC applauds Congressman Bean for his leadership on the HSA's For All Act. Congress created HSAs over twenty years ago and, while helping many employees plan for and offset the cost of their health care, Congress should enact measures such as this bill to match what employees need to better mitigate the impacts of the rising costs of care to their pocketbooks,” said Melissa Bartlett, Senior Vice President for Health Policy at The ERISA Industry Committee.

BACKGROUND

The HSA’s For All Act would decouple HSAs from high-deductible health plan requirements, allowing anyone enrolled in an Affordable Care Act plan or an employer-sponsored health plan to open and contribute to an HSA. By broadening eligibility, the legislation promotes consumer choice, strengthens financial security, and helps reduce long-term healthcare costs.

Expanding HSA access is a practical step toward a more patient-centered healthcare system, one that prioritizes affordability, flexibility, and empowerment for hardworking families.
